MACHINERY IMPORT PROCEDURES IN VIETNAM: A COMPLETE GUIDE

1.Import Procedures for Brand New Machinery (100% New)

     Machinery that is 100% new and not subject to specialized management or licensing/permits requirements may proceed with regular import procedures.

Required documents for customs clearance include:

• Import Customs Declaration
• Commercial Invoice
• Packing List
• Bill of Lading / Airway Bill
• Certificate of Origin (C/O) (if available)
• Other supporting documents: catalogs, data sheets, …

2.Import Procedures for Used Machinery

Used machinery is permitted for import into Vietnam provided that:

1. The equipment is no more than 10 years old from the date of manufacture;
2. It is manufactured in compliance with applicable Vietnamese National Technical Regulations (QCVN) or Vietnamese Standards (TCVN), or meets safety, energy efficiency, and environmental protection standards of G7 countries or other internationally recognized standards.

Required documents for importing used machinery include:

• Import Customs Declaration
• Commercial Invoice
• Packing List
• Bill of Lading / Airway Bill
• Certificate of Origin (C/O) (if available)
• Other supporting documents: catalogs, datasheets, …
• Manufacturer’s certificate confirming the year of manufacture and applicable standards
• Inspection certificate issued by an authorized inspection body

3.Import Procedures for Used Spare Parts and Replacement Components

     Used spare parts, components, and replacement parts may only be imported when they are required for repairing or replacing equipment that is currently operating at the importer’s facility.
The manufacturing enterprise may import directly or authorize a third party to handle the import procedures.

Required customs documents include:
     In addition to the import documents required under the Customs Law, the importing enterprise must submit one (01) additional set of documents, including:

1. A written explanation from the enterprise justifying the necessity of importing the spare parts, components, or replacement parts for repair or replacement of used equipment currently in operation, together with a commitment to import the correct quantity and specifications and to use them strictly for the declared purpose;
2. In cases of authorized importation, a written authorization letter must be provided by the manufacturing enterprise;
3. Technical documents of the spare parts, components, or replacement parts (if available).
