I. Types of Goods Allowed to Transit Through Vietnam
All goods owned by foreign organizations or individuals may be transported in transit through Vietnam with customs procedures completed at both the entry and exit border checkpoints.
The only exceptions include:
a) Weapons, ammunition, explosives, or other highly dangerous goods—unless specifically approved by the Prime Minister.
b) Goods that are prohibited from trading, importing, or exporting—unless approved by the Minister of Trade.
II. Approved Border Checkpoints for Transit Cargo
Transit cargo is permitted only through designated international border checkpoints and specified transit routes within Vietnam.
Goods may move through approved pairs of international border gates and the official connecting highways between them.
III. Required Transit Customs Documentation
A complete transit customs dossier typically includes:

- Independent Transport Declaration (Tờ khai vận chuyển độc lập – OLA)
- Transit Contract, Commercial Invoice, and Packing List
- Letter of Authorization (LOA)
- Cargo Transport Manifest
- Detailed Transit Cargo List
- Transit Bill of Lading (B/L) — must clearly indicate transit terms as required by Vietnamese customs.

IV. Transit Time Regulations
Transit cargo may remain within Vietnam for a maximum of 30 days from the date customs procedures are completed at the entry border checkpoint.
This period may be extended only if cargo is stored at a bonded warehouse in Vietnam or in cases of damage, loss, or force majeure during transit.
