CONTAINER UNSTUFFING PROCEDURE AT CAT LAI PORT

Overview

     Un-stuffing cargo (also called container un-stuffing) at Cat Lai Port is a common solution used by importers and logistics providers when goods need to be removed from a container inside the port area rather than transported as a full container load to a warehouse. This may be required when:

• The destination warehouse cannot accommodate a full container or lacks space/access.
• The warehouse lacks equipment for safe unloading (e.g., forklifts, space).
• The container contains goods that will be delivered to multiple locations.
• The cargo must be inspected or checked physically at the port for safety or quality purposes.

In these cases, cargo is unloaded from the container at the port and then transferred to smaller trucks for delivery.

CONTAINER UNSTUFFING PROCEDURE AT CAT LAI PORT

1.Registration Procedures Before Unstuffing

• When collecting the Delivery Order (D/O) from the shipping line, inform them that the cargo will be unstuffed at the port so that the shipping line can either:
  • Send an electronic D/O to the port system, or
  • Stamp “Unstuffing at Port” on the paper D/O.
• After customs clearance, bring the customs declaration and D/O to the Customs Supervision Office at the gate for confirmation of unstuffing.
  (Note: For electronic D/O, the consignee named on the MBL must stamp the company seal on the printed D/O.)
• Next, proceed to the Port Commercial Office to pay unstuffing charges. Depending on the nature of the cargo, choose the appropriate unstuffing method and pay the corresponding fee (forklift handling or manual labor).
• Contact the yard dispatcher to register for transferring the container to the unstuffing yard. Based on yard conditions, they will advise the estimated transfer time so you can make proper arrangements.

2.Container Unstuffing Process

• Once the container has been transferred to the unstuffing yard and its location is confirmed, bring the full document set to the yard dispatcher to receive the necessary unstuffing documents, including: Labor assignment slip, Seal cutting slip, Truck loading slip,…
• Use the labor assignment slip to contact the assigned supervisor and arrange the unstuffing schedule, allowing proper coordination of trucks entering the port.
• Hand over the seal cutting slip to the workers to cut the seal and begin unstuffing. During the process, closely monitor and count the cargo quantity.
• After all cargo has been removed from the container, contact the port container inspection staff to check the container condition and confirm its status.
  (If the container is damaged and the estimated repair cost exceeds the container deposit paid to the shipping line, additional deposit must be paid to the port.)
• Return to the yard dispatcher to receive the Container Unloading Completion Slip, which includes four copies:
  • One copy retained by the yard dispatcher
  • Two copies and the truck loading slip given to the truck driver for gate exit
  • One copy kept by the consignee to reclaim the container deposit from the shipping line (if applicable)
